Purpose

This position manages and conducts System studies, project planning, development, and evaluation. Main responsibilities of this job include project planning and development aligned with strategic goals; preparation of BOQ, Tender Documents and Specifications, handling pre-bidding & post-bidding Technical Clarifications and Evaluations and preparation of Proposals & Presentations. The job responsibilities also include conducting Power system studies and propose transmission development and expansion plans as the outcome of network planning and studies. It includes review and development of long-term plans, interconnection of IPPs, Power evacuation studies and Grid interconnection studies. These responsibilities are carried out with the objective to effectively plan new projects, enhance operational efficiency with provision of state-of-the-art services within the limits of established company policies and procedures, NEPRA Grid Code, NEPRA Power safety code, CHSEQ guidelines, industry best practices and regulatory/statutory framework of Pakistan and relevant IEC/IEEE standards.

Education

  • Bachelor of Electrical Engineering (BE/BS)

Knowledge

  • Sufficient knowledge of High Voltage principles and safety procedures.

Sufficient knowledge of Power System Planning, PSSE.

  • In depth knowledge of International and local standards & specifications and NEPRA Grid code
  • In depth  knowledge of project planning, tendering and implementation.
  • Hands on experience of MS Office & SAP User Level Knowledge

Relevant experience of minimum 5 years.

Area of Responsibilities

Power system Studies

  • To conduct power system studies (Load flow, short circuit, and dynamic stability studies) on PSSE software.
  • To review reports on system studies submitted by consultant.
  • To provide support and assistance in preparation of network expansion plan by developing high level transmission network expansion scope through result obtained from studies and various inputs.
  • To identify bottle necks of EHT network and provide mitigation and solution for those bottle necks.
  • To review interconnection of IPPs, Power evacuation studies and Grid interconnection studies.
  • Preparation of Proposals & Presentations.

Project Planning

  • To develop the network expansion project and assist in preparation of its scope of work with BOQ
  • To Conduct surveys for preparing plans and developing project execution scheme.
  • To develop the tender Document and specifications with all supporting documents for review.
  • To conduct the prequalification for new vendors by reviewing submitted bids and verifying attached documents.
  • Manage all Pre-bid and Post-bid Technical Clarifications for Projects (Both TL & Grids).
  • To conduct the technical evaluation of the bids.

Revision of Technical Specifications

  • Based on past experiences and Lesson learnt during project execution, Revision of KE Technical Specifications for Future Project.
  • Taking input from relevant persons/departments for the preparation of lesson learnt during project execution.
  • Analyzing input/recommendations from vendors/consultants/manufacturers and incorporating it in the specifications.
  • Revision of specifications in the light of applicable local and international standards.

HSEQ Communication and Pursuance

  • Communication and pursuance of  CHSEQ compliances
  • Manage and review Environment Impact assessment reports conducted by Environment consultants as per the SEPA guidelines.
  • Follow up in getting NOC/Approvals From SEPA.

People Management

  • Mange and train the team
  • Encourage and motivate the team
