Purpose
The Manager HSE is responsible for developing, implementing, and monitoring Health, Safety, Environment & Quality (HSEQ) systems across generation plants or transmission networks. This role ensures legal and regulatory compliance while fostering a culture of safety, sustainability, and operational excellence.
Education
Engineering Degree in Electrical, Mechanical, Electronics or Equivalent from HEC recognized university
Trainings & Certifications
HSE Qualification (NEBOSH IGC or preferrable NEBOSH Diploma)
Years of Experience
5-7 years’ of experience in Lead HSE role in Utilities Organization
Functional Competencies
Area of Responsibilities
- Act as custodian and fulfils the legal and statuary requirement of National and Internal standards applicable to the plant in coordination with Plant Management such as Sindh factories Act, Sindh Occupational Safety and Health ACT 2017, SEPA, etc.
- Keep Plant / Transmission teams updated and convey any change with respect to change in Legal and regulatory.
- Prepare Annual HSE objectives of Plant in accordance with HSEQ Policy, coordinate with concerned sections, departments and individuals to get the objectives in time
- Assist plant teams to meet requirements related to SLA (Safety Leadership Award), EEA (Environment Excellence Award) and internal audits conducted by G&T
- Promote Safety and Environment culture all over the plant. Conduct sessions for employees engagement and motivation. Arrange safety walks, Housekeeping walks, organize international days pertaining to HSE
- Conduct monthly meeting with Plant Head and Department Heads and present the statistics of HSE Management system
- Coordinate with Plant and Departmental Heads to formulate training program related to Health, Safety & Environment; Assists in gathering the TNA data from all departments to prepare training calendar of the Year. Ensure that participation of Plant staff as per TNA
- Interact with Learning department for the development of Plant / Deptt LNA for HSE domain
- Conduct routine site visits during normal O&M and shut down activities. Convey best safety practices for specific jobs
- Evaluates and completes risk assessments and prepares & presents recommendations regarding necessary actions required to meet SMS compliance and the Company’s safety standards.
- Conducts HSE (specially PSM) program audits, reviews adequacy of operational and administrative procedures and is involved with facility design, equipment and materials modifications and upgrades. Ensures each element of HSE MS and PSM is appropriately address for all the covered processes.
- Provides routine communication to management regarding HSE and process safety issues impacting the facility.
