Purpose
This position is responsible for reviewing of commercial business operations, processes and transactions to provide assurance with applicable policies, procedures and regulations in 2-3 clusters. This involves revenue monitoring of PKR 50-70 Billion annually to highlight anomalies and revenue leakages.
Design commercial compliance framework by evaluating, monitoring and updating commercial business risks and maintaining process wise risk register.
Review and issue compliance reports on monthly and quarterly basis, conduct meetings on periodic basis with cluster / regional heads for resolution.
Provide insights to compliance central team for any commercial performance targets achieved by a region through SOP non-compliances.
Design and monitor control system to deal with violations of controls and internal policies. Regularly assess the efficiency of control systems and recommend effective improvements.
Provide directions & ensure implementation of new guidelines issued by regulator (NEPRA). Also provide justifications and responses to NEPRA inquiries related to billing.
Supervise compliance cluster teams and lead employee training sessions on compliance issues.
Education
Professional Accountant / MBA
Experience
Minimum 6 years of relevant experience
Knowledge
• Strong Understanding of regulatory body rules and regulation.
• In depth knowledge of Distribution Commercial procedures and policies.
• Broad understanding of Commercial Business Processes.
• Strong Understanding of Performance Management Framework.
• Strong Knowledge of SAP - ISU along with analytical tools and MS office
• Strong Understanding of Risk-based audit approach.
Area of Responsibilities
1. Assurance & Reporting
• Leading compliance cluster teams, preparing monthly plans, and prioritizing commercial compliance activities.
• Review periodic billing audits as per defined framework to highlight unbilled revenue, wrong tariff applications and billing anomalies.
• Ensure compliance of SOPs and regulations related to other commercial business processes and highlight deviations.
• Plan regular field visits to identify and report any revenue leakages, assist cluster teams to resolve these issues timely.
• Reviewing & issuance of monthly & quarterly compliance reports to distribution leadership.
• Conduct monthly and quarterly meeting with distribution BU heads, highlight chronic observation, provide guidance and support for resolution of issues.
• To provide support for the resolution of internal audit observations on timely basis within clusters / region.
• To identify, calculate & report benefits achieved in performance KPIs through unfair practices by IBCs & share with central compliance team for adjustment in performance review.
2. Internal Control / Risk Management and Policy Making
• Review & maintain process wise risk register to identify, prioritize, monitor & mitigate risk.
• Review of business procedures & internal controls to identify deficiencies & suggest improvements in order to optimize commercial operations and its related processes.
• To participate in different cross functional teams (CFTs) in-order to achieve operational excellence through design thinking and innovation.
• Suggesting new system controls in order to mitigate identified key risk areas. This involves preparing BRDs, feasibility reports, conduction brainstorming sessions, UATs & end user trainings.
• Liaising with business strategy, IT, BPM and other stakeholders to achieve controlled risk environment.
• Designs, develop and implement new policies when required to improve governance; ensure new SOPs are consistently being followed throughout KE.
3. Implementation of CSM & Other Regulatory Requirement
• Provide directions & ensure implementation of new guidelines issued by regulator (NEPRA) in region such as TOU implementation, Tariff changes, revision of billing logics etc.
• Review & consolidate responses to NEPRA queries.
4. People Management
• Building high-performance team and ensure continuous performance improvement.
• Manages performance of direct reports through objective setting, continuous support, feedback, and formal appraisal.
• Identify and fulfill training and development requirements of the subordinates, delegating the responsibilities and provide them opportunities to learn and grow.
• Conduct training sessions for distribution operations & compliance team as per need.
• Stakeholder Management of all IBCs within region.
