Purpose

The Deputy Director Business Finance leads the finance business partnering and financial controlling functions of Distribution. The role is responsible for the financial stewardship and direction of the overall investments (CAPEX) with the annual portfolio of Rs 50 Bn and Operational Expenses (O&M), with the annual spend of Rs 30 Bn.  As a key financial advisor and strategic business partner to the CFO and Distribution leadership, the D. Director provides strategic insights and recommendations to achieve business goals, optimize resource allocation, and ensure sustainable financial performance. The D. Director develops and executes financial plans, covering budgeting, forecasting, long-range planning, management reporting, supply chain finance, and monitoring and control of both CAPEX and O&M.  The D. Director champions strong financial controls, manages financial risks, and ensures regulatory compliances of NEPRA across all CAPEX and O&M activities.  Furthermore, this role fosters a culture of financial accountability, cost optimization, drives continuous improvement in financial processes and controls, and develops talent within the business finance team.

Area of Responsibilities

1    Strategic CAPEX & O&M Planning & Oversight
    - Formulate and champion the long-term financial strategy for the Distribution business unit, encompassing both CAPEX and O&M, aligning it with the overall corporate strategy and NEPRA-approved investment plans. 

- Provide strategic financial insights and recommendations to the Distribution leadership team on key business decisions related to CAPEX and O&M, including investment prioritization, optimization resource allocation, and growth initiatives.

- Taking key financial decision and grant approvals on CAPEX and O&M activities.

- Anticipate and assess emerging trends, regulatory changes, and economic factors impacting CAPEX and O&M, and develop proactive strategies to mitigate risks and capitalize on opportunities.

- Oversee the development and execution of the annual budget process for both CAPEX and O&M, ensuring alignment with strategic objectives, financial targets and regulatory compliances.

2    Financial Performance Management, Control & Reporting
    - Establish robust financial controls and monitoring mechanisms for both CAPEX and O&M, ensuring efficient resource utilization, cost optimization, and compliance with internal policies and regulatory requirements.

- Analyze financial performance against budget and targets for both CAPEX and O&M, identify key variances, and recommend corrective actions to improve profitability and operational efficiency.

- Lead the development and implementation of key performance indicators (KPIs) to track financial performance related to CAPEX and O&M and drive continuous improvement.

- Direct post-investment reviews of major CAPEX projects to evaluate project effectiveness, assess return on investment, and inform future investment decisions.

- Oversee the accurate and timely financial reporting for both CAPEX and O&M to internal stakeholders and external parties, including NEPRA. 

3    Regulatory and Legal Compliance
    - Ensure Compliance with all applicable laws and regulations related to CAPEX and O&M, including the directives and decision of NEPRA

- Ensure timely and accurate reporting to NEPRA and other regulatory bodies, maintaining compliance with all applicable regulations and reporting requirements related to both CAPEX and O&M.

- Provide guidance and support to the Distribution team on regulatory matters related to CAPEX and REVEX, ensuring compliance with evolving requirements.

- Provide necessary guidance and direction and review responses to NEPRA related to Distribution , CAPEX & O&M for the satisfactory resolution of the Regulator’s queries in favor of KE.

4    Supply Chain Finance & Procurement Oversight
    - Provide strategic financial oversight and guidance to the supply chain function. 

- Collaborate with the supply chain team on the financial matter related to procurement processes, vendor negotiation and cost management along with active participation in key Distribution contracts

- Ensure alignment between supply chain initiatives and overall business objectives for both CAPEX and O&M.

- Identify and mitigate financial risks within the supply chain related to both CAPEX and O&M, such as supply disruptions, price volatility, and currency fluctuations.

5    Risk Management & Internal Controls
    - Identify and assess key financial risks related to investments and O&M facing the Distribution business unit and develop and implement mitigation strategies.

- Oversee the implementation of robust internal controls to safeguard financial integrity.

6    Stakeholder Management and Relationship Building
    - Represent the Distribution business unit in meetings with NEPRA and other key stakeholders, effectively communicating financial performance and queries of the Regulator related to CAPEX and O&M.

- Cultivate and maintain strong relationships with key stakeholders, including internal business leaders (e.g., Distribution Leadership, Supply Chain, Operations), external auditors, and NEPRA.

- Proactively engage with business stakeholders to understand their needs and translate them into actionable financial plans and recommendations.

- Build and maintain trust with stakeholders through open communication, transparency, and responsiveness.

- Effectively communicate financial information to both technical and non-technical audiences.

7    People Management
    - Lead and mentor the Business Finance (BF) team, fostering a high-performing and collaborative work environment.

- Develop talent within the team, providing opportunities for professional growth and career advancement.

- Set clear performance expectations, provide regular feedback, and conduct performance evaluations for direct reports.

- Ensure effective succession planning and knowledge transfer within the finance team.
