Purpose:

To provide strategic support to the Business Strategy & Distribution teams in relation to all regulatory related matters, to coordinate with Operations for compliance of all new and existing regulatory requirements, to advise on impact of changes in NEPRA laws and regulations. The purpose of this role is to support the line manager in ensuring for compliance to rules, regulations, and guidelines of the Regulator through:

  • Timely submission of periodical reports in compliance with provisions of applicable NEPRA rules & regulations to regulations department.
  • The impact of this role is a bridge for distribution where regulatory affairs can get information
  • To coordinate with all the stake holders involved in NEPRA reporting.  

 

Area of Responsibilities:
1. Implementation and adherence of NEPRA Rules and Regulations (40%):

• Ensure rules and regulations are communicated and implemented within KE as per NEPRA guidelines to avoid fines 
• Review, interpret and share impact of new Licenses and Determinations, amendments in relevant acts, rules and regulations for e.g. NEPRA Amendment Act, 2018, Supply of Electric Power Regulations, 2015 etc.
• Comment on the significance of changes in law on the Company and its business, advise on way forward
• Advise IBCs and support departments and ascertain different tariff categories applicable to all consumer categories, including billing and conversion to TOU where applicable
• Coordinate with central regulatory department to monitor any amendment, modification and updates in relation to rules and regulations
• Communicate with IBCs to ensure operation procedures are in line with NEPRA guidelines
• Ensure new connections are in line with NEPRA stipulated guidelines, including but not limited to distribution arrangements of industrial estates, housing societies, multi-story buildings, bulk PMTs etc.
• Correspondence with various consumers for regularization of their electricity connections
• Advise on changes to the Consumer Service Manual in coordination with the central regulatory department keeping in mind the on-ground challenges faced by the Operations teams
• Share monthly reports on TOU compliance and Picture on bill projects with IBCs to ensure better and smooth compliance.

 

2. Reporting (30%):

• Coordinate with relevant department for extraction and compilation of necessary periodical and ad-hoc reports related to Distribution segments to ensure compliance with provisions of KE’s licenses, Applicable rules & regulations of NEPRA as well as directives of NEPRA.
• Ensure timely submission of reports to NEPRA as per stipulated timeframes in compliance to the provisions of KE’s licenses, applicable rules & regulations of NEPRA and its directives
• Preparation and provision of data for routine reports ensuring regulatory compliance on a monthly, quarterly and annual basis, as is required by the regulatory framework.
• Responsible for preparation of data/compliance reports as and when required by NEPRA with detailed comments, reasons, evidence, statistics and timelines of the same.

 

3. Provide Regulatory Support to other Departments (30%):

• Advise, support and provide regulatory assistance on all special distribution and recovery related projects including but not limited to drafting and review of agreements, undertakings, MOUs etc. 
• Draft and review agreements in coordination with Legal Affairs and New Connections, where necessary to ensure regulatory compliance
• Provide local and global energy sector updates to the senior management on a monthly basis
• Advise support departments on applicable tariff, distribution network arrangement etc.

 

Education:

B.E, BBA or Finance Certification

 

Experience:

2+ years of experience

 

Knowledge:

  • In-depth knowledge of Distribution Network Structure (New Connection process in details)
  • Knowledge of NEPRA laws and its implementation
  • Comprehensive knowledge of Project Management Skills and Techniques
  • MS Office with command on MS Excel
  • Knowledge of company SOPs & policies
