JOB PURPOSE:

The purpose of this position to ensure:

Submission of responses for consumer complaints with in NEPRA provided TAT.

·         Prepare SWOT analysis of cases before NEPRA hearings on consumer complaints.

·         Record MoM of NEPRA hearing of consumer complaints and submit timely information wherever required.

·         Close liaison with IBC and other business such as NC/BF for information collection.

·         Ensure coordination with relevant departments for timely implementation of NEPRA decision/advice to avoid any consequences.

·         Prepare data for Monthly Finance Report and Monthly Management Report regarding Consumer Complaints in NEPRA handled by Regulatory team.

·         Accompany NEPRA team for load-shedding related or other visits as required

·         Critically review the draft Appeals & draft Review Applications against the adverse decisions of Electric Inspectors, Karachi (EIK) in light of applicable NEPRA Rules and Regulations and KE SOPs. Supporting the GM RA in filing review appeals within the stipulated time subsequent to the review.

·         Assist Manager and GM Regulations for collection of data, facts and evidence pertaining to filing of Review for NEPRA Decisions/Directives

 

Area of Responsibility:

NEPRA Consumer Complaints:

·         Scrutinize consumer complaints received from NEPRA pertaining to Central Region and forward the same to IBC for their input/feedback within prescribed time.

·         Close liaison with IBCs for information collection

·         Thoroughly review responses received from IBC and follow up IBC for any additional/missing information.

·         Prepare draft responses to consumer complaints in discussion for review of GM RA.

·         Review decisions/advices received from NEPRA for either implementation by IBCs or filing of reviews

·         File review/appeals at NEPRA/Appellate Tribunal in light of advice/feedback on recommendations of IBCs, against adverse decisions received from NEPRA. The process involves for scrutiny of decisions for identification of inconsistencies with prior precedents, rules and regulations, followed by drafting of comprehensive Review Applications, to ensure KE is on a strong footing to defend its stance.

NEPRA CAD Hearings

·         Attending NEPRA hearings on a weekly basis

·         Thoroughly scrutinizing all case facts including hearing briefs prior to attending hearings scheduled by NEPRA.

·         Support IBCs with respect to Regulatory Framework and Company SOPs.

·         Ensure follow up with IBC subsequent to hearing to ensure post hearing NEPRA advice/decision is implemented.

Data Reporting for Monthly Finance Report:

·         Compile monthly report of pending cases, advice/post hearing letters/new complaints received form NEPRA, adverse and favorable decisions/advice etc. for management review in Monthly Financial Report (MFR)

·         Cross check/compile details with monthly log maintained with RA.

·         Highlight reasons for adverse NEPRA advices/decision.

DLD Appeals

·         Critically review the draft Appeals & draft Review Applications against the adverse decisions of Electric Inspectors, Karachi (EIK) in light of applicable NEPRA Rules and Regulations and KE SOPs. Supporting the GM RA in filing review appeals within the stipulated time subsequent to the review.

·         Prepare case briefs and support GM Regulation in hearings scheduled by NEPRA in the matter of appeals filed by KE

Assistance in Filing of Review for NEPRA Decisions/Directives

·         Thorough analysis of case facts including coordinating with all stakeholders for collection of relevant information and facts to support our stance.

·         Development of point-wise response for each aspect of the NEPRA decision

·         Ensuring review is filed within stipulated timeline as per NEPRA (Review Procedure) Regulations, 2009

·         Preparing cover letter, undertaking and all other legal/regulatory requirements associated with filing reviews as per NEPRA (Review Procedure) Regulations, 2009

Ad-Hoc Assignments of NEPRA

·         Completing all the ad-hoc nature of NEPRA tasks, assigned by GM RA

·         Gathering and compiling of data required by NEPRA in coordination with different departments.

·         Ensuring to meet the deadline provided by the authority for submission of required data.

·         Accompanying NEPRA officials to various KE localities for verification and compliance of various data and NEPRA regulations respectively.

·         These assignments include survey for verification of load shedding and safety related matters, accompanying NEPRA officials during official surveys to various KE/Karachi locations etc

Educational and Experience:

LLB/BBA /ACCA having at least (02-03) years of relevant experience.
