Purpose

This position assists & supervises in the planning, developing, implementing and execution of Telecommunication projects for KE Grids & Transmission. The primary responsibility is to support in Telecommunication Systems day to day project management activities which includes developing project technical specification, BOQ’s and cost estimation, execute and help in preparing technical bid evaluation report, assigning tasks to Contractors, implement policies and procedures at project sites progress review meetings. Coordinates with GSM, GSP, Telecom, SCADA/RTU maintenance, LDC operation and contractors for day to day project activities, witnesses of FAT, SAT and ensure timely project execution. These responsibilities are supported with the objective to operate resources efficiently and improve operational efficiency within the limits of company’s policies and procedures, corporate objectives & strategy, directions / guidelines from higher management, HSE guidelines, international IEC/ANSI/DN standards and regulatory / statutory framework of Pakistan.

Education

BE (Electronics) 

Knowledge


Good Knowledge of Power Utility Telecommunication Systems.
Extensive knowledge of Telecom equipment & Networking, SDH/PDH, ODF, PLC, PABX, MDF, 48VDC System, Microwave, VHF Radio System, Line trap, CVT and CC, LMU, FOC Cables, Coaxial Cables, OPGW etc of various Vendors i.e HUAWEI, NEC, SIEMENS, ABB.
Installation of Outdoor Equipment.
Commissioning & Laying of FOC and coaxial cables. 
Knowledge of Project Management & estimation, BOQ preparation and scope clarification. 
- Skill in MS Excel, Power View, Power BI, MS project, Visio, MS PowerPoint and MS Word.
Business & finance Acumen.
Knowledge of HSEQ in Power Transmission Network environment.

Experience

Minimum of 2-3 years of experience in Power Utility Telecommunication System

Area of Responsibilities

Project Development and Tendering (25%)

  • Assist in preparation of preliminary designs, work scopes, BOQ’s and Cost estimations possibly based on the technical feedbacks and other requirements.
  • Assist in the planning and developing of Telecommunication systems and requirements.
  • Develop technical equipment specifications and SWD of Telecommunication system.
  • Assist in coordination of pre-bid and post-bid queries and resolve issues through meetings to negotiate specific and special provisions with mutual understanding.
  • Perform technical bid evaluation submitted by contractors and prepare reports. 

 

Project Management & Execution  (35%)

  • Visit and supervise project sites frequently to monitor progress and ensure implementation of established procedures. 
  • Arrange frequent meetings with contractors and user departments to resolve issues and design clarification.
  • Assist in reviews and analyze technical design of Telecommunication System and recommend for approval.
  • Review and analyze schematic drawings of telecom and recommend for approval.
  • Provide technical assistance to project team and make necessary decisions to resolve pending issues.
  • Witness of FAT activities.
  • Witness of SAT activities.
  • Supervise of site activities of telecom equipment installation.
  • SDH/PDH, ODF, PLC, PABX, MDF, 48VDC System, Microwave, VHF Radio System, Line trap, CVT and CC, LMU, FOC Cables, Coaxial Cables, OPGW etc.
  • Supervise of pre-commissioning and commissioning activities.
  • SDH/PDH, ODF, PLC, PABX, MDF, 48VDC System, Microwave, VHF Radio System, Line trap, CVT and CC, LMU, FOC Cables laying & splicing, Coaxial Cables laying, OPGW laying, Out-door Equipment’s installation etc.

Project Documentation (25%)

  • Review FAT protocol and handle the FAT witness documents. 

  • Review SAT protocol and handle the SAT witness documents. 

  • Assist in Review & comment on training contents and handle contractual trainings for telecom as per SoW. 

  • Ensure timely preparation of Telecom activities for monthly progress report and keep record of it. 

  • Ensure timely response to Siemens Progress Report and keep its record. 

  • Assist in monthly progress presentations. 

  • Ensure timely dispatch of design files, as-built drawings and other technical documents to end user. 

  • Maintain & handle monthly TBTs records of SCADA & Telecom team members and share with concern HSE coordinator. 

 

Project Closure (15%)

  • Assist in witnessing of the project invoices.
  • Coordinate with user for jointly preparing the punch list for closure of the project.
  • Assist in issuance of Taking over Certificate (TOC) to the contractors.
  • Handle the taking and handing over material and equipment.
  • Review and witness project material reconciliation report.
  • Prepare a report of lesson learned to eliminate gaps for Manager & DGM (Telecom)
  • Handle with contractor and end user for DLP and warranty issue as per contract.
